The fate of the Gotham Underworld is now upon us!
All season long, we have been following Oz (Colin Farrell) rise to the occasion of taking over Gotham. In this finale, we start with Francis Cobb (Deirdre O’Connell) who is working with Dr. Julian Rush (Theo Rossi). It flashes back to her having a conversation with Rex (Louis Cancelmi).
Francis confessed Oz knew where her other two sons were that fateful night. Rex kind of gives Francis a different angle to look at it, because ultimately Rex knew of Oz’s potential. Francis felt conflicted, because she knew that she needed to discipline Oz for what he did. In the end, she never did anything.

On the other side, Victor (Rhenzy Feliz) is with the gang that Oz was working with. Now seeing the explosion that Sofia (Cristin Milioti) caused, Victor is worried about if Oz got out. Victor tries to convince the gang to go see if he was alive, but clearly the gang was not interested.
They left Victor to go and see exactly where Oz is. Victor got a little mouthy with the gang, and they ended up punching him in the stomach. They explained to Victor that he isn’t Oz, and know your place.
Now to Oz, he wakes up tied up in a chair. Sofia tells him a story about birds and a mother bird in a tree. Making a clear analogy between the story of Oz and what happened to his brothers. Oz acts like he doesn’t know what she is talking about. Oz again shows that he doesn’t care about anyone, but himself.
He was willing to let Sofia cut off Francis’s pinky finger, because he couldn’t confess the truth. Francis finally broke and said she knew it all along. Oz tries to still make Francis believe that she has no idea what she is talking about.
Francis is able to get up, and tells Oz that she hates him. She screams she had enough love for all three boys. While this is all happening, he gets out of this situation with a shoot out. Not without Francis having an immediate medical emergency, as she blacked out and then fell and hit her head.

Oz gets her to the hospital, and ends up meeting up with Victor. Oz said that he has to handle something. Victor gives Oz a ride, and turns out he is meeting with the council man. Oz explains that he has information on the bombing. He said that Sofia and the Maroni’s were all in on it. Oz is willing to give up Sofia, and in return he wants to meet powerful people. The council man agrees, and Oz leaves the courthouse.
Sofia returns back home, and invites the gang from earlier. She explains that she is on her way out of Gotham. Sofia said that whoever can bring her Oz, can have everything. Of course, the gangs think this is a scheme, but Sofia is serious. Sofia seems that she is at the end of her revenge spree, but wants Oz to still pay. While this is happening, one of the gang members called Victor and explained Oz has a bounty on his head. It was the same one who punched him earlier in the episode.
When Oz returned to the car, Victor is gone. The gang surround him, and then take him in. Another scene that was so powerful, is before Sofia leaves her home, she sets the entire house on fire. It seems that Sofia thought it was freeing, and she finally has her life in her own hands now.
When Sofia arrives at the plane, Oz is there. Sofia said she still wants Oz to pay. All of the sudden, the guy that was with Victor shoots the main gang member. Getting Oz yet again out of the situation. Oz ends up taking Sofia for a ride, throughout Gotham.
Oz gets her out the car, and towards the end of the river, at gunpoint. At the end, he leaves, and the Gotham Police Department comes and arrests Sofia. Landing Sofia back into the Arkham Hospital. Oz goes back with Victor to the hospital, and wants to celebrate with Francis. Francis is not responding, and Oz gets mad, and the nurse explains she is in a vegetative state. Oz cries over his mother, because he did all of this for her.

Oz and Victor end up outside, talking and drinking. Oz said that Victor did good, and he has helped him tremendously. A twist, that Oz tells Victor he can’t take him with him. Oz ends up strangling and killing Victor right there. Oz then takes Victor’s money, and throws his ID in the water. It seemed like Victor didn’t matter to Oz at all.
Oz ends up at a penthouse, all dressed up. He was able to take Francis out of the hospital, and is caring for her. Oz has his music, and his comic-accurate wardrobe. We see Eve ( Carmen Ejogo) in now dressed up as Francis?! It’s the same dress and hair, and she is dancing with Oz.
He tells Oz that he did a good job, and they keep dancing. At the end of the episode, Dr. Julian comes to visit Sofia in Arkham, and he has mail. It is from Selina Kyle, who is claiming to be Sofia’s half sister. Sofia reads the letter, and we do not know what it says. Sofia ends up smiling at the letter, and the episode ends.
This limited series of The Penguin was fantastic. What a way to bridge the way to The Batman Part II, that is coming in 2026. I am so happy that this well-executed show has been a wonderful addition to the DC Universe. It’s exciting to see what Matt Reeves and company have in store for The Penguin for the future.
